New car, no aircon filter?

I'm driving a 2 years old KIA CERATO and recently there has been dust coming out from the aircon blower. My mechanic said that my car's aircon filter was missing, resulting in the dust coming out
from the blower. The dealer then informed me that the car came without the filter, and asked me to purchase it from them. Would like to check whether the car should have come with the aircon filter in the first place?
