The COI heard that the 14 CSTs comprise 194 members. Formed in 2008, they provide additional support during disruptions.

Each team takes care of a "zone" of four to five neighbouring stations. However, there is no formal training and new members rely on guidance from more experienced members, said Mr Sito.

The question of pre-prepared leaflets was also raised during the hearing.

Witnesses said that leaflets with information on bus stops near the station were issued only to SMRT staff.

Since the disruptions, thousands of leaflets, containing more comprehensive information, have been printed for dissemination to commuters in the event of a disruption.

COI member Lim Mong King said that he had not seen a "clear and simple plan" which tells various groups of people what to do and where to go in different scenarios.

"Wouldn't it be helpful for every station to have a more concrete contingency plan to help in situations like these?"
