BCA revokes construction permit for DTL's Bugis linkway site

SINGAPORE - The Building and Construction Authority (BCA) has revoked the construction permit for the Downtown Line Bugis station linkway site in view of the fatal accident there today.

A 4-metre high scaffolding had collapsed at 6.50am this morning, killing two and injuring eight.

The Manpower Ministry (MOM) has also ordered all work to cease on-site as investigations are currently ongoing.

Both MOM and BCA said that they sent officers down to the project site once they were informed of the accident.

Based on preliminary information, MOM understands that workers were pouring concrete into the formwork when the structure supporting the formwork collapsed.

The formwork, located between the new and old sections of Bugis MRT station, was part of the structure being constructed to form the underground linkway as a joint venture between Soletanche-Bachy and Koh Brothers.

BCA's engineer in charge of construction works for the site said that the incident is 'localised' and will pose no structural safety concerns to the surrounding buildings or road above.

This supports a previous statement by Land Transport Authority (LTA) which stated that the DTL Bugis station structure is substantially complete and structurally sound, and that the incident poses no risk to surrounding developments and the public.

LTA engineers are checking similar scaffolding structures at all their worksites to ensure that they are safe.

A spokesman for the authority added that LTA is deeply saddened by the deaths and will do whatever they can to assist his family during this difficult time.

The eight workers injured were conveyed to the nearest hospital, Raffles Hospital, and four have been discharged.

Raffles Hospital has confirmed that three patients were admitted for treatment of abdominal, chest, finger and back injuries. Five were treated and discharged.
