PROCESSING vehicle registration and licensing-related transactions and making enquiries has never been easier , thanks to the Land Transport Authority's one-stop shop at the online portal ONE.MOTORING.

Almost all vehicle registration and licensing transactions used to have to be done at LTA's premises and took an average of two to three days to complete, as motor dealers entered data, collated documents and submitted them.
But under e-Services@ONE.MOTORING, some 900 vehicle dealers have been appointed electronic service agents

(ESAs) who can access the portal - which operates from 6am to midnight daily - to submit vehicle registrations, transfers and deregistrations, etc, to LTA.

The whole process can be carried out from an ESA's own office using its own account on behalf of its customers , the vehicle owners. Real-time vehicle information is also readily available to vehicle owners, ensuring the hassle of referring to hard-copy vehicle records is gone for good.

The result is more seamless and speedier. Buyers can now get their new car registered and ready to drive from the showroom considerably quicker, according to LTA.

Vehicle owners can also perform such transactions such as road tax renewal, renewal of Certificate of Entitlement, application for a Transaction PIN, etc from the comfort of their home or offices. This has resulted in a 30 per cent drop in the number of walk-in visits to LTA, while phone enquires fell by half since the launch of e-Services@ONE.MOTORING on Feb 28, 2006.

In previous years, the LTA would receive some 850,000 walk-ins and 900,000 phone enquiries each year. Overall e-service usage has increased, with online enquiries chalking up an impressive seven-times increase, while online transactions have risen five times.

The ease of carrying out transactions has fuelled positive feedback from the public and motor industry. Says Toh Ah Quee, operations manager at Marine Boat Charter, Malaysia:

"From my home, e-Services@ONE.MOTORING allows me to access vehicle-related information anywhere, any time. This ensures that I do not have any outstanding matters with LTA, especially when I'm not home frequently to receive any reminders sent by post.

At least I can now renew my road tax while I'm away from Singapore. The access speed is also reasonably fast.

Likewise, Performance Motors registration supervisor Idris Bin Kassim finds the new process more secure because only assigned and authorised company personnel are able to access the system given the strict procedures.

And it's certainly more convenient due to the smooth registration process on line, which eliminates transport costs and queuing time.

Already, the portal has bagged various accolades such as semi-finalist standing in the Commonwealth Association for Public Administration and Management (CAPAM) Awards 2006 and the merit award for the National Infocomm Award (Singapore) in the category of Most Innovative Use of Infocomm Technology (Public Sector) in 2006.

The initiative was voted one of the top five government projects in Singapore that exemplifies the achievements and dedication of the public service, based on a poll by the Ministry of Finance and the Public Service Division in October 2006.

But LTA isn't resting on its laurels. It continues to engage the motoring industry to improve the usability of e-Services@ONE.MOTORING and to widen the range of value-added services.

Singapore set up a Pro-Enterprise Panel in 2000 to seek feedback from businesses on how government rules and regulations can be improved to create a more pro-enterprise environment in Singapore.

The panel is chaired by the Head of Civil Service, Peter Ho and comprises mainly business leaders from the private sector.
